Yu-Gi-Oh! "Cannot normal summon or set this turn..." ruling?

If you already Normal Summoned or Set that turn, you can't activate cards like Hidden Armory or Scapegoat. You can't avoid the effect by Normal Summoning/Setting before you activate the card. I hope this helps!
