Why is it always Republicans whose administrations are always staffed with criminals?

I mean, for the party thats the supposed to be pro-law and-order, they've got a pretty crummy record. There was Nixon & Co. with Watergate and various other violations of the Constitution, as well his installment of the murderous and psychotic Auguste Pinochet in Chile (despite the electoral victory of his opponent). The first Republican administration after Lincoln, that of Ulysses S Grant, is synonymous with corruption and incompetence; then there's Warren G. Harding and his band of quacks, card-chums, boot-flaskers, dollar-smoochers, and wallet-greasers. Ronald Reagan (great speaker, lousy president) staffed his cabinet with 225 legally indicted persons (including Ed Meese, the Attorney General!) and bankrolled dope-dealing Nicaraguan street gangs, whom he compared favorably to Jefferson & Co.; we all know about Dubya and his all-purpose wrecking crew. And I didn't even mention junkie Rush Limbaugh or sodomites Foley and Craig.
