I bought a used 3.5 Yard machine briggs and stratton 4 wheel edger, how do I start this?

The guy who sold it to me turned it on 3x for me showed me the choke and accelerator knobs but I still can't start it . Can anyone give me tips? the model # 091212 it has a code of 990806yb
