I need some people who are excited about the citadel update to join my runescape clan.?

I was wondering what combat level you need to be. Im level 83. i do quests a lot. I am member. My name is deca156 in runescape. And I would be interested in building citadel. My current clan. Apocalypse slayers. Is all about warring. And i was recruited before it was 100+. So i don't even war anymore. In your forum you said it wasn't.
