Why is Solubility a Physical Property?

It is a property that can be observed, but, if you're looking at HCl, for example, and trying to figure out if it is soluble, and then dissolve it in water, it will dissociate into H+ and Cl- ions, proving it is soluble. But the ions are no longer molecules of HCl, so why is solubility a physical property?
